Set bSelectivePurgeUnusedOnFastTravel= to 1. Set both SMainMenuMovieIntro= and SIntroSequence= to 1 in Fallout.ini to skip the intro splash screens and start the game faster. Set bUseThreadedAI=1, then right below that, add the line iNumHWThreads=x, where x is the number of threads in your CPU. If this is the case you should either limit your framerate externally, with ENB, or not disable v-sync. This will ensure that vertical sync is off. Search for "iPresentInterval" and set it equal to 0. If you can get the game running, you're almost good to go! Just finish up character creation and exit Doc's house. Start a new game, and create a test character. Now hit "Play." Go into settings, and turn off ALL auto-saves. Turn off Ant-ialiasing and Anisotropic Filtering, vertical sync, and (in the advanced tab) water displacement. Then, boot up the launcher and let it generate your video quality settings. The install should be on an SSD, and NOT in the Program Files (x86) folder. Make sure you have a fresh installation of New Vegas with all DLC (including the pre-order bonuses included with the Ultimate Edition on Steam). I usually will respond within 3 days or so.
